3 digits and 4 digits SMD Resistor Code Explained

I have a smd resistor that needs to be replaced since it is shorted and acting like a jumper and is no good. A “4” is stamped on top of this component. So does that mean 4 ohms? Right? Thank you very much.

Hello i saw a resistor labeled 16E. does it mean 16 Ohms. in other words what does "E" stand for.

Sorry I think its 391, meaning 390 ohms
