First thing to check ..is the Kill switch in?

When your boat doesn't turn over the first and easiest is to check you have a charged battery. I actually disconnect my battery everytime and put it on a maintenance charger. Once you know your battery is good then you can follow these instructions.

Don't buy any part first, test each part to find which is bad. It's called diagnosis.
