How high of a level do you need to craft?

you need to be on level/rank 3 of the chemistry substat in order to craft the sedative. but since the september update you can get seeds for poisons from the gardening club as well.

You're probably in the 2025 mode with ayano. I'm not sure how to get the tranquilizer from the infirmary without lock picking it.
