This isn't character development. This is on-point "Nice Guy" behavior. It's the entire point, they aren't actually nice, and they escalate when you reject them. This guy nails these characters, because this is pretty much people deal with when it comes to "Nice Guys" (not the whole viral rap song, but the name calling, harassment, and sometimes even threats.)

I just like to remind myself that all Zoe has done to Elliot is ask for an apology for treating her like shit, and all she's done to Brian is break up with him for cheating on her and constantly behaving in a criminal manner. Her being annoying doesn't mean she's actually done anything wrong to deserve harassment, which is what this is. It's not funny, he's not "based", this is harassment of someone for daring to tell him no. It's by-the-book "nice guy" behavior, this isn't character development. They aren't nice, and they definitely stop being nice and escalate if you reject them.
