Triggering relay use digital i/o pins, so with arduino uno you can use 14 relays. If you need more relays you can do that with arduino mega, because they have 54 digital i/o that can switch 54 relays on and off separately.

You need a separate 220VAC that run on the lightbulbs. The Arduino Uno runs on 5VDC. You would fry everything unless you made a more complicated circuit than shown. It doesn't need to be more complicated than this.
