What he should do for insulation is run 2x6 bookshelf girts perpendicular to the structural first for a 7” cavity (minimal thermal bridging) that he can stuff ~R26 fiberglass in at Minimal cost (9” r30 bats compressed to 7”) lose some insulation with compression but still high performance and it’s barely any difference in cost vs R19. Blow 10-12” of cellulose in the attic and he’ll have a very tight, well-insulated building at an affordable price.
