It looks like they put dirt on it I would guess to make it darker to absorb more sunglight.

that's because the dirt fell on the snow and make it dirty..also snow on the street is dirty and full of garbage too.. you can see excavator on the site, and excavator help the snow to melt.

I grew up in the upper midwest during the 80's and 90's back then we got so much snow every year that it was common to have our snow piles from cleaning the yard out all winter last until late June.

这里是冬季的堆雪场，黑色的是冬天马路上的积雪。蒙特利尔绿化是非常不错的。
