For The snow golem spawning under water, the game only checks a 1x1x3 area for it to spawn, however the iron golem checks a 1x3x3, but since the corners all have water it doesnt see it as valid spawn conditions, it has to be air in the corners

The snow golem works because when the game checks for spawning in the mob, it only looks at the 1 by 3 tower. With an iron golem, it looks at the 3 by 3 area, and if the four corners of the 3 by 3 are not air, then it won't spawn. Since there is water there, it won't spawn the golem. This even seems to apply to if there is grass around the base of the golem when trying to build it.
