Alaykum Salaam. On the prima facie it seems that the Prophet wanted to see the willingness of the companions. But let us consult Sayed about it.

Response from Sayed: To show them that they were not qualified and that Ali was only qualified, so they can never forget that. If he would always directly ask Imam Ali, they would not remember and would not be involved. This way it always remained in their memory.
