Im pretty sure its because Team Rocket blocks off parts of Goldenrod because of the main story so it makes it more time consuming to pick up some items. This is what I'm assuming at least

I don't like Full compatibility with TMs because it makes so easy setup a good pkmn to progress or beat the game, I always prefer Random (prefer same type) to force me into some kind of moveset development and research of TMs until I get something nice (if I can, sometimes I'm forced to play with trash or change in the process wasting time. Other ones you're so lucky!) always with the pressure of time to finish ASAP. I know it's Full Item Randomizer but anyways you're too good to deal with that specific easy setting and the result it's a PB. Obviously HMs must be fully compatible to get your HM Slave, but I don't like to rely on Surf with Special Attackers neither unless I'm playing a water type. At the end, I'm adding a bit of puzzle to the RNG and you must figure out what you can do with what you have. It's cool but annoying play a pkmn and when you find his evo it has a better starting moveset than the one you evolved.

@@Kappi__ I don't see the point of forcing high level encounter early on for lvl 30 or lvl 50 (Snorlax encounter), then teach that pkmn every TM you want and ignore the battle factor for the entire run. For me has no sense or challenge at all. Of course it's an full item rando, but even with that spice a bit the gameplay. Did you think it will be so hard for both professional speedrunners? I don't think so, just more challenging. It's true that sometimes you have bad RNG, but there are several ways to end because I'm not a professional but I always find my way with really good times. Said that I play more Gen I than Gen II. Random (prefer same type) has a 90% if has the same type or it's one of both types with a 10% of discovering, for example, you can't teach Psyquic to your Psyquic type. A little percent to ruin your plan due to RNG. 50% for Normal moves if your pkmn is not normal type. 25% for the rest of them. Play under this option requires quick brainstorming and a huge knowledge about moves plus adapt in every run. Full compatibility it's meh.
