Javed is right. I have just returned from Kashmir and many I spoke to dont want labourers from outside. They rather would not development. They want high paying government jobs and low electricity bills and only want tourists who spend money not people who run shops, or vendors etc. I salute Javed for reaffirming what I heard personally

Kashmir mein aman aur natural beauty maintain hona chahiye. Iske liye suitable action lena chahiye.
