1. I wouldn't pressure wash a 80s/90s VAG engine either. They hadn't mastered waterproofing electronics. 2. Try tar remover on the black stuff. My guess is it is dirt and grease with oil mixed in, so that is pretty much what tar is (growing up in Southern California with beaches filled with tar from oil rigs taught me a lot).

You should've used a combination of Tar remover, water spot remover, and an iron remover. There are different kinds of contaminations that appear in the engine bay, especially in ones that are not cleaned frequently.
