I wish someone can teach me how to make shaders like this. Most of my skills in blender as a character artist are improving. Model,sculpt,texture,rig. but my brain evaporates for some reason when dealing with shading nodes

Since this texture is all hand painted you can follow along very easily watching Shonzo's streams, but if you want to learn toon shading with nodes I'd recommend 2 channels: "Lightning Boy Studio" and "Nhij Quang".

Hi shonzo I want to ask you some questions 1- for you which part is the most difficult to model? 2- the details of the clothes is texture or is it inside the topology (including the wrinkles) 3- do you use any addon? 4- in the part of the eyes are they separate parts? 5-the base body was sculpted and retopologized, or modeled from scratch from a cube?

I wonder if you can you explain how you get the smudge tool to blend the colors together so nicely? I'm confused by blender's paint tools, and outside tools are the pain point in my current workflow.

You need to make a new smear brush... I can give you the setting I use. Strengh 0.6 , Spacing 1% , Dash lengh 200, Jitter 0.15 , Input sample 2 , Then use the really spicky falloff.

how much time it took you to learn how to model like this, I know about game development but only rpg stuff like damage calculation and math stuff

Probably years of work and practice. From my experience I think it'd be hard for any artist to give a definitive number. You can learn basics of a program in a few days/weeks maybe but actually using it to it's full extent and getting proficient in it plus learning to actually sculpt and getting the hang of anatomy, color theory, physics, rigging and anything that goes with it is definitely harder to track. So, years would be my guess.
