In Manga, before the four Rakshasa appeared, the Minister's son was the one that made a chaos first. He brings a new group/faction to the capital (every member uses 'Imperial Arms'). This new group wreaks havoc everywhere like killing and hanging ordinary citizens indiscriminately. This arc is about a 3-way war between the Minister's Son group and Night Raid and Jaegers. But in the Anime, all arcs regarding this third group were skipped. Actually, it's not a problem, it just makes the cruelty of the Minister's Son subside.

In my opinion the manga is better cuz the anime splits of from the manga and the manga is so much different than anime so I would suggest reading the manga in your own time if you wanna see a little bit of happiness but other than that good reaction and keep up the good content
