Could be due to regulators or bottles freezing up in extreme cold operations?

The tanks are unnecessary at that point, even though they are close to the fire and smoke they are still out where they can breathe. Im sure theres a tank sitting in the bucket if needed. Other FF will back down the ladder if things get more sketchy. Working on a roof like that with the tank on can sometimes be more dangerous because of low visibility and swinging an axe with weight on your back bouncing around could cause you to be off balance. Just a trade off.
