This is the hotel that occupies part of the upper floors of Burj Daman's taller block, as well as the top two floors of its shorter block. Originally planned to be a Rosewood hotel, its opening kept being delayed several years beyond the building's completion in 2014 owing to the after-effects of the global financial crisis (which hit Dubai particularly hard), and finally opened in 2019 as a Waldorf Astoria―the city center counterpart of the existing Waldorf Astoria resort on Palm Jumeirah. As is often the case with hotels occupying part of a high-rise building, the part of the building's ground floor allotted to the hotel, aside from having several function rooms and the hotel's patisserie, simply functioned as a welcome foyer to board one of the three shuttle elevators to the sky lobby on the 18th and top floor of the building's shorter 19-floor block, where the actual reception was located. All of the hotel's other ancillary facilities were concentrated on this sky lobby, including Peacock Alley, the signature lobby lounge of Waldorf Astoria-branded hotels; Bull & Bear, also the signature restaurant of Waldorf Astoria properties; a spa and a fitness center; and a rather small rooftop pool with an adjacent bar called St. Trop. The hotel's 247 rooms and suites were located on floors 27 to 50 of the eastern half of the building's taller 59-floor block which rested immediately above the shorter block, while on floors 51 to 58 were 28 apartment suites serviced by the hotel, which also included triplex penthouses suites on top three floors. The hotel's back of house areas, including administration offices, kitchens, and staff canteen, were on the 17th floor of the shorter block immediately below the sky lobby as well as on basement 2.
In this video, the bank of three shuttle elevators connecting the ground floor and the sky lobby is featured. These elevators were located within the southern office core of the low-rise block, and reached via a series of winding corridors from the ground-floor foyer. The elevators served the 1st-floor retail (labeled "P5") as well as the office section via the 16th floor (possibly so that office tenants could access the hotel's restaurants and bars easily without having to head to the ground floor) in addition to those floors, but both were restricted, as those floors were presumably only available for staying guests and office tenants respectively; also accessible via these elevators were the back-of-house areas on basement 2 and the 17th floor, but again those were also restricted to hotel associates. One of the three cars also provided access to the hotel parking on basement 1 (labeled "P1"), but even that floor was restricted, again probably to guests with registered vehicles and/or valet staff. While they had presumably been installed around the same time as the other elevators within the building, they seemed to have had their interiors refurbished before the hotel's opening, probably to conform to its brand standards. The cabs' walls featured walnut wood and glass panels laid out in a pinstriped pattern, which was reminiscent of Art Deco―a style synonymous with origin of the Waldorf Astoria brand with its roots in a Gilded-Age New York City hotel, and which also extended to the rest of the common areas of Burj Daman. The outer bronze doors featured geometrical patterns, which were again reminiscent of elevator doors at Waldorf Astoria's original New York property (which is undergoing a delay-plagued renovation into a mix of condos and hotel rooms). The floors were finished with cream-colored marble, which matched that used on the landing door jambs. Unlike the office elevators, these did not have any hall indicators or lanterns on the ground floor and full-sized TFT-LCD monitors in place of simple LCD indicators inside the cabs. These were quite fast, with was appropriate for their roles as shuttle elevators, though they felt somewhat shaky.
