It is also hard to find anyone willing to sell you these rockets, as selling them to the general public is illegal if you do not have a license to be selling them if you are someone that builds them. Additionally, the person you sell to also needs to have a license. Now, because getting all the proper licensing is time consuming and can sometimes be a convoluted process, not a lot of people doing street deals with these types of fireworks are licensed, which means yes, this would be considered illegal. Despite that though, people still do it, and nothing is stopping them anytime soon. These types of rockets are as badass as can be, and the demand for them on the black pyro market is only growing with each passing year.
