The only thing I wonder is do expats get a DR permanent resident status before or after buying the property, are they even required to become permanent residents in order to buy property? The third gentleman from Canada said he only presented his passport/Id card to buy his condo, just curious about how it works. Thanks.

For the flooding, can he dig trenches around the house and cast it with cement to flow water away from his home .? And build a higher Concrete wall

what is construction rate per square foot for a basic house in the DR

Approx. USD$700-$800,- per square meter (not sure about feet?)

so about $70 - 80 per square feet. That must be the campo (very basic) type construction. I am being told for basic western type living expect $350 s.f of $1000 sq meter.
