In English, there is a similar case to 要你管 = 不要你管，where both the affirmative and negative forms of the phrase have the same meaning! “I could care less!” and “I couldn’t care less!” mean the same thing.

冬天 / 夏天 想穿多少就穿多少 If the expectation from HSK examiners was to get different English translations for the two sentences, then the examiners don't know English very well. As it happens, the sentences can be translated to English in much the same way as they're formulated in Chinese: During winter/summer you can wear as much as you want. "As much as you want" is as neutral as 多少, it doesn't lean towards a large quantity, it doesn't lean towards a small quantity, you interpret it based on context.

Before watching this video I wasn't think Chinese is so complicated but after watching this video with your title that how can you learn Chinese fast .. but your video make it so complicated .. please tell what you mean by stress and pause . I think it someone speaking without pauses and stress he can understand too and we should be stress free I don't know what is stress meaning there . But once we know a Language we don't need to think about it too much while speaking .. we don't need to think about stress or pause while speaking if we know a Language good
