A sibling living and working in Australia can be your sponsor whether he/she came initially as a student it doesn't matter. It's the evidence of funds they want to see. Then also extended family such as cousins can sponsor as well but you need to prove the relationship with strong documents such as family tree diagram and all. Usually, it's stressful and may not be easily proven so people don't go through that.

I’m too clear when it comes to phD but I think you the proof of funds needed from you would be for your family coming with you to show you can take care of their expenses here. You’re on a full scholarship so you wouldn’t have to bother about your tuition, travel or living fee. So it’ll be a proof of funds for your spouse and your daughter.
