Well, they weren't innocent people anymore. They were (at the very least) still being controlled by the headcrab and mutated, then forced to attack innocent people. I think they are dead though, they're chest is torn open. Plus if you've ever seen Half Life 1's headcrab zombies or the Fast Zombies in HL2 you could see what I mean. I wouldn't even say they shouldn't burn to death; they die pretty fast when set on fire.

We know that the Headcrabs CAN make people into zombies. They aren't dumb, they're a parasite like animal who jumps on the heads of humans and turns them into zombies. I'm not deep in Half-Life lore, so I don't really understand a lot of it, but I'm sure they're actually dead. What about the Fast zombies and the fact that they literally have no skin on their bodies and are only making animalistic screams?

The first Easter egg. The fighting sounds at the start in saints row 4. I found a Easter egg exactly like that in saints row 2! and I still to this day haven’t seen it on KZbin. Number 34 is a reference to the booby traps from diference wars across the history. Some sort of a trigger mechanism was linked to the painting detonating some explosives hidden near the painting.
