I'd hazard a guess and say that a M A J O R reason (aside from the Emperor's aversion to the entire thing) Astartes have no permanent presence on the council is simply, well. Who exactly would they choose? The only sensible choice would be, like... the Chapter Master of the Imperial Fists since relating the most to the affairs of Holy Terra since their mission statement just about is the closest to the common denominator in terms of Space Marine missions.
