궁궐의 남쪽에 있는 연못이어서 ‘궁남지’라고 부르는데 백제 무왕 때 만들어진 것으로 본다. 해마다 궁남지 주위에 조성한 연꽃 밭의 연꽃들이 활짝 피는 여름(보통 7월 중순~8월 초)에는 부여군에서 연꽃 축제를 연다.
궁남지는 현존하는 우리나라 인공조원 중에서 최초의 것이다.삼국사기의 기록에는 궁궐의 남쪽에 연못을 파고 20여 리나 되는 긴수로를 통해 물을 끌어들였으며 연못 주위에는 버드나무를 심고 가운데는 방장선산(方杖仙山, 도교에서 신선이 노는 산을 일컫는 말)을 상징하는 섬을 만들었다고 하는데 현재는 당시의 수로나 연못의 형태, 그리고 연못 속의 섬의 모습들은 확실히 알 수 없다. 궁남지의 조경 기술이 일본에 건너가 일본 조경의 원류가 되었다고 전한다.
한편 궁남지에는 백제 무왕의 탄생설화와 관련된 이야기가 있다. 궁남지 옆에 살던 무왕의 어머니가 궁남지의 용과 교통하여 아들을 얻었는데 그 아이가 신라 진평왕의 셋째 딸인 선화공주와 결혼한 서동이고 후에 백제의 무왕이 되었다고 한다. 그러나 무왕이 천도를 계획했던 전라북도 익산의 마룡지에도 똑같은 전설이 전해 내려온다.
현재 궁남지에 있는 포룡정이라는 정자와 정자를 연결하는 다리는 1971년에 만든 것이다. 궁남지는 사적이다.

Gungnamji Pond is the first existing artificial landscape garden in Korea. According to the Samguk Sagi (History of the Three Kingdoms), a pond was dug on the south side of the palace and water was brought in through a 20-ri long waterway. Willow trees were planted around the pond, and Bangjangseonsan Mountain (方杖) was built in the middle. It is said that the island was created to symbolize 仙山 (a Taoist term referring to a mountain where immortals play), but the shape of the waterways and ponds at the time, as well as the appearance of the islands in the pond, are currently unknown. It is said that Gungnamji's landscaping techniques traveled to Japan and became the origin of Japanese landscaping.
Meanwhile, in Gungnamji, there is a story related to the birth story of King Mu of Baekje. It is said that King Mu's mother, who lived next to Gungnamji, communicated with the dragon of Gungnamji and had a son. The child was Seodong, who married Princess Seonhwa, the third daughter of King Jinpyeong of Silla, and later became King Mu of Baekje. However, the same legend is handed down at Malyongji in Iksan, Jeollabuk-do, where King Mu planned to move the capital.
The bridge connecting the pavilion called Poryongjeong, currently located in Gungnamji, was built in 1971. Gungnamji is a historic site.
