Hi! Yes it is. In our case, we were flying on Cathay Pacific and we were told that status holders can access aside from Business Class passengers.

Can I come into terminal 3 although my flight takes off at terminal 1?

Mmm... no you need to be departing from T3. T1 is pretty far from there.
