Keep in mind New Years is more of a religious holiday in Japan. Many people go to temples and shrines at midnight. Rowdiness and fireworks is not their traditional New Years. So yes it is tame by western standards.

japanese celebrate their new year with family catch up for the first sunrise and go the the shrine.its a 4 day events from 31 till 3 january. its not they don't want to be different from the rest but its their new year custom. not everyone have the same new year celebration
