Yes they are open during working days but from 21:00 PM - 05:00 AM evryone should be at home ( hotel ). And weekends all the restaurants/cafes have only takeaways. Many Tourists are coming already from all over the world.

No they are not ATM machines, with them you can charge your transportation card. and also do other bank operations, like paying utility bills, adding money to the phone balance, paying fine and so on. So rather the taking money from machine like ATM, you give money to this machine and then you can transfer somewhere or pay any service.
