For Gaddafi the fact that the dollar was going to collapse due to his plan to use Gold currency. Central bank of Africa and common currency, 3) build high speed railways and internation highways and unrestricted air travels between nations, and 4) build solar energy hubs in the Sahara, reliable communication between nations.
