As Babylon, you can just pump Kudduru from the Royal Court (Discuss Law, it costs 20 Regard) to buy better laws and to rush technology if you don't want to gamble for Legitimacy.

Excellent video! The battles really shine in this game, which is awesome to see! Really glad the 5 minute engagements of Warhammer 3 are not present. Keep up this great series! Side note: you can turn off screen blood splatters when you zoom in :)
