Yes, it wouldn't be quite like his, but the best part of DIY is figuring out how to use what you've got and not relying too much on a parts list! Remember: as long as it works, there's no right answer.

Neat. I might add that if you want to skip the ball head camera mount, that most all cams use 1/4" 20 x 1/4", so if you buy a bolt that is longer than 1/4" you can buy nuts to space and a fender washer and have all the parts you need without the oddly specific one here.

Rc shocks are super expensive, well if you're on a low budget than you are in trouble. The ones I use are $45 for two shocks.

Have either of you ridden either devices? You will likely get injured if you tried to use these. For one, the material won't work. You will break them. Even if you used metal pipes, it would be too heavy, and you wouldn't be able to turn with these. Unless you stopped, rotated the axles, then continued. Trucks work very specifically in that they are at an angle, and have an axis as well as a pivot point, which allows them to turn when weight is applied to one side. Roller skates might kiiiiiiinda work, if you glued them fixed (you would very easily hurt yourself without those stabilized), however they would operate poorly, imagine a train with non pivoting wheel sets, it would just get stuck going around a steep curve.because the wheels stay straight even though you are turning. You could barely get away with this for roller skates and they would essentially be a very crude recreation of the first pair of roller skates. Keep in mind skateboards were invented after roller skates were well established and they had figured out truck technology. you would be better off spending 15$ on a walmart board.
