The Parker card isn't supposedly useless: "Brooks in Far Harbor is the only merchant who accepts the card, and he will give the player character 100 caps in exchange for it". If you were unfortunate enough to buy it.

I always kill Parker Quinn no matter what. Annoyed me from the start. And by the point I met him the first time I was in a mood to just keep the kill train rolling that started immediately outside of Diamond City and had just kept going through random encounters with hordes of bad guys and accidentally aggroing multiple enemy camps ever since. Literally started talking his scam as I was reloading every single clip on all the guns I had and I wasn't having scammers for anything but bullet sponges that day. Never bought the charge card once, and he always calls you the r word whether you buy what he is selling or not. So .44 Caliber sandwich for you Mister Parker.

I just build Jezebel the weakest body I can with no armor upgrades and only a baton for a weapon, make her a provisioner between some of the most dangerously located settlements and then let nature and the commonwealth take it from there....

Nope. Parker asks for a 10 cap service charge, so you lose 10 caps. However, I actually found a charge card in one of my merchants inventory. Maybe because of a mod idk
