You could say this because people that go out in the rain are more likely to catch the flu. Think of it like saying: "people who have horses on average live longer than those without horses" This statement seems to imply that having a horse would cause you to live longer which is not true. Having a horse is not the cause for living longer. It may be other reasons such as people who can afford horses can afford good health insurance.
