It is. In this case, a wrong IP is used so as not to make the viewer associate a legitimate IP address to an attacker's. In movies & TV shows, they do the same thing to prevent attacks from cybercriminals to an IP they randomly used.

This is IPv4 address and the number of them is limited to just 4.3 bill - so there's a high chances it could be an legitimate IP address of someone and in order not to expose them to threat they just invent fictional one by extending numbers beyond 255
