Hi Nabarun. The question asks about the first state that was formed on linguistic basis. That's Andhra Pradesh, formed in 1953, created from the Telegu speaking region of the then Madras state. What you are referring probably is about state reorganization act 1956, which was the milepost for organisation of state boundaries on linguistic basis. But Andhra was created years before that.
