Observation: the less neighbors you have, the more of an advantage you have. Every state has the same chance of attacking, but a state with fewer neighbors has less chances to be attacked.

A note is if you have neighbors, make sure they are small land borders. For example, my state, Colorado, gets far because all of its borders all small, so it unlikely to be attacked

A few ideas if you do another one: 1) if you spin the arrow and it points in a direction that cannot be overtaken, consider it a misfire and spin for a new state 2) choose the direction based on the best center point of the state 3) when the direction can give you multiple options for takeover, because the direction can come from different spots of the territory (for example, New Mexico at 11:07), do it from the center point of the original state (like the center of the actual state of New Mexico)

honestly, this guy has to make a lot of rule changes for this to be interesting (equal does not mean fair). At least say the state only gets two tries when attacking (I'm looking at you, Maine).

Also hits and misses should count. If the arrow hits a state they take over and if it misses they lose that turn or lose the state in that direction that they took over. Alaska and Hawaii should be in their approximate locations too since Maine gets the same disadvantages.

To make it more fair you could do a chance of a take over based on how bug each empire is. For example, if Idaho owns 4 states and South Dakota owns 2, if South Dakota attacks Idaho, get out your random number generator and assign 1-2 to SD taking over and 3-6 to Idaho taking over
