Idea for who gets what budget game, place two objects behind a wall of some sort, have players cast a hook over said wall, one object is worth one budget, the other another budget, could be a tennis ball with a slit in it, squeeze, put budget in. Behind the wall so there is a game of chance, players can't see what they hooked at first and have to keep the budget they reel in.
