I feel like going blue stone as a starter should always be a must for Surtr. As well as leveling your 2 at level 2. Garunteed to have pressure against the opposing solo laner at the first wave. You can lift the big minion and toss it through the entire wave. Or in this instance wait for Cerb to start casting their 2 and stun them out of their wave clear.

Surtr actually counter picks cerb he can interrupt his flame breath with his stun from 2

Id rather have surtr than cerb in the matchup for these reasons. 1. Surtr doesnt have any long channel ability so he cant be interrupted. 2. His 2 is a ranged stun that throws minions and pierces and can interrupt cerb 2. 3. Cerb only got one stun and that requires skill to hit all 3 projectiles and stun. 4. Surtr can go pestilence be extremely tanky and cerb cant do anything against that. 5. Surtr has high base dmg even if you go full tank with him he will still do a lot of dmg. 6. Surtr can ult cerbs ult if he times it right. 7. Surtr has insane pressure and dmg early game with the stun and his 1 gives stacks and does good dmg. 8. Yes cerb can steal healing but that healing steal really isnt that strong and surtr passive still allows him to pick up orbs that increase prots and heal

Have you tried cannonner bucaneer with surt and max cdr surtr with pridwin. With cannonner you can insta kill a minion and gain a stack and bonus gold
