I think I would have turned it over so the hitch is above, you could clearance the valance or just weld it through the middle of the hitch to get it higher, I agree the frame is a bit thin

What gear did you put in it or are you putting in it? I put 342s in my 76 Buick and I took them out and went back to 273s. It had 256s to begin with you couldn’t drive on the highway with 342s revving at 3200.
