Kishimoto loved Yu Yu Hakusho and Hiei being the cool brooding character and his favorite he pulled inspiration from him for Sasuke. Also, as kids Sasuke found Hinata annoying only because she was a pushover, and timid and he didn't know how to deal with her. As adults, she makes him uncomfortable.

The Kazekage title is hereditary like royalty. That means you have to be blood related to the previous kazekage to be considered as the next Kazekage. So Shikadai has a higher claim than Shinki, because Shikadai's mother is the daughter of Raza, the fourth Kazekage. He has direct lineage through his bloodline. Meanwhile Shinki is adopted and doesn't share any blood to Gaara. The only reason Kankuro or Temari are not Kazekage is probably because they refused. But the two would be top on the list for the Kazekage seat followed by Shikadai and then Shinki.
