@@martinbatta5398 if Konoha did the exact same thing other villages did, then they wouldve had less Hokages. before the peace time, other villages waited until their current Kages died before replacing them. while Konoha had Hokages retire and a new one stepping in while the other one was alive. if Konoha acted like the other villages, then we would never had Minato as a Hokage, since they woulve waited until Hiruzen died. then we wouldve have Tsunade as the 4th Hokage and wouldve kept that position all the way when "peace" was finally achieved and retire with the rest of the old Kages except Gaara, making room for the new Kages which includes Naruto making him the 5th

Takigakure, Yuugakure and so on were all home to some akatsuki member and in fillers they all were part of one or more arcs. Worldbuilding neesa so much more than we as readers or watchers are aware of most the time. After all in real life not every nation plays a major role and to copy this into a fictional world makes it seem more vivid
