In Norway a professional firefighter have to have two craft certificates (fagbrev). They are not driving ambulances. Yet. But if you drown, it will be a firefighter in scuba gear that tries to save you. Ambulances are manned by a combination of volunteers and hospital ambulance staff. Emergency services cars have right of way when they use their blue blinking lights. And people who don't get out of the way gets prosecuted mercilessly. So there is no problem getting to an incident.

Most people who get their paramedic license do so to improve their chances of getting hired on a fire department. Once there they let their paramedic license lapse.

As a Brit, it seems insane to me that the solution for EMS is to send fire engines rather than stopping for profit ambulance companies 🤣

I've never understood why every time their is a health related ambulance need, the fire truck also shows up. I guess in one train of thought, they were hanging around anyway. It sounds like a lot of those calls need to stop being answered. But not gonna happen.
