I hate to be "That Guy" but either you or these restaurants are misusing the term "Chicken Tender." The Chicken Tender is a very specific part of the chicken anatomy. Tenders are the strips of meat that run along the underside of each breast. There are only two tenders per a chicken. The USDA has a Commercial Item Description (CID) for chicken nuggets, fingers, strips, fritter and patty. The "Tender" however, is a specific cut that might also be called a hanging tender or inner filet.
