Yes, it's not a sound found in English. "Oe/oi/ou" in Welsh is like English "oi". You start with rounded lips for "o" then spread them, right? For "wy" you want to do the same thing but this time start with *really* rounded lips - like English "oo" - then you spread them. It's almost like "ooo-eee" said really fast. Stick your lips out and try it in front of the mirror!
