In particular how the power handling capability is related to input voltage. Example: 3 volts out with 30 volts in will handle MUCH less power than 3 volts out with 10 volts in.

Hallo Haseeb. Why we can not test the connection between emitter and base. Normally we should measure 2 voltage drops (1.2 volts first diode + 2-nd diode voltage drop) without bias voltage on the base, if the DMM can provide enough voltage when using Diode-mode ??

Good day your point is valuable reason is that the emitter to base junction have high resistance i.e 260K ohm plus. while a parallel resistance is there to this junction. so all the test condition current will pass through the low value resistance. either in forward or reverse condition, the parallel resistance will provide easy path that is the reason i performed "power up live testing" to give a clear concept (if we have separate emitters without biasing resistors, then we can test it accurately) i hope that you considered it valuable, if you have still some point, et me know in your reply

I thought if we test from from emitter to base then the voltage wich goes to the path of the Resistors is the same as the voltage that goes to the Diodes. And if the voltage reaches the first Diode than the diode gets Biased and it let current through and when it is forward biased then there is no High Resistance. The High does not play a Role anymore. It`s actually basic electronic that what i don`t understand. Do you understand what i mean ?

your point of view is perfect. but current follows the lowest resistance path, so the maximum current will flow through the resistors, and resistor will not allow to drop enough voltage across it. so in the parallel, the PN junction will remain below its barrier voltage thus the current will flow only through the resistors that's why i said we cannot test emitter to base junction using multimeter

KIA70 series is an analog ic. most of time it is used with microcontrollers to reset the device. it provides a delayed start to the MCU to allow to stabilized the power. and in case of electric failure it provides resetting to the MCU. i will try to explain it practically
