I used to own this game and I think I beat it with all of the characters. Also I just thought of something. I got this from the time travel rules in dbz and dragonball super. If time travel works like that then Gorsia won and succeeded in his plan.(Present Gorsia and not this one) Maybe the game story writers should've thought it out better. Then again they may have wanted it that way lol.

It is a Temporal Loop: Hero kills Gorsia in the past -> Saro saves Hero's soul and reincarnates Hero as Lemele -> Gorsia kills off Lemele and assumes his identity -> New Protagonist is tasked by Gorsia disguised as Lemele to collect the runes. This repeats the cycle infinitely.

It's not a loop. At the end, the priests say they've recorded the history so that the dark powers won't awaken again or something.
