In the last 3 months do you think things got better or worse in Baclaran?
A lot of compromises have been made to give space to the vendors. As you saw in this video, vendors that stay within the approved spaces are not having their items confiscated and they're not being made to roll away.
The reason for the first cart being confiscated is because it was outside of the approved spaces, obstructing the sidewalk and left unattended. There were 3 carts but only 2 people.
I included a short interview with the leader of the vendors so you can hear his side of things.

There are three harsh ways to get rid of these vendors (although maybe not that effective) 1) Destroy the items on the spot 2) Send the vendors to jail (3 days 1st offense/1 week 2nd/etc) 3) Send any people buying from these vendors to jail (maybe not lol) yes these are harsh but that's the only way to get rid of them and even that won't be that effective in my opinion

The reason why the city is far too lenient to violators because policians are benefitting from their votes. This group of people holds the largest family in the country where 40% of their households have 7-12 members which eventually transform into popular votes. So each time the city officials impose any restrictions to foist order, their political advantage is in perilous state. Insufficiently educated Filipinos should be deprived from suffrage or right-to-vote. Illegal vendors, illegal settlers, garbage problem, pollution, crimes, overpopulation, etc all are mere consequential effects of premeditated rights to vote!
