I must be doing something wrong, but this did nothing for me. You seem to be missing a step 5 -- it jumps from step 4 to step 6. I also looked all over to find the Blend Mode selection, and it was nowhere near the Directional Blur settings... perhaps that's what my problem is.

The layout from Adobe programs are made to be customized. So it's possible that the effect control panel is somewhere else or it might be hidden.
