Sometimes I don't think that the 118 even has a lieutenant. because of how Bobby actually. Back when Harry was kidnapped, he had to tell Chimney he's in charge. and then when his honeymoon was fast approaching, he had to think of who will be the acting captain, which ultimately went to Hen.

I was under the impression that the fire department in every state should have a lieutenant, which the 118 lacks... on paper(Ortiz should have been calling Hen Lieutenent Wilson and not Firefighter Wilson) but Hen IS the 118's lieutenant, technically speaking.
