@Sad Bart As someone else said, it determines what assets are available, but what they didn’t mention is that a level 13 has quite a bit less health than a level 100, which is when it maxes out. Seeing as the guy was over 500, he had max health.

Using special ammo for snipers is always good (both fire and explosives) however, ammo runs pretty quickly because apparently you cant handle more than 5 cartriges of explisive ammo instead of your normal 4000

If you buy the MOC or the Avenger (or more recently the Kosatka), you can actually acquire the heavy sniper and other weapons without level restrictions. I got mine this way.
