Hezbollah has used civilians as shields as well as UN facilities before. They didn't learn this recently. The Qana village in 1996 is one example of them abusing UN facilities, UN troops, whom they forced to cooperate, and concentrations of civilians to launch missiles at Israel. When Israel retaliated to where the rockets were fired from, it caused casualties and more condemnation for Israel. They've used this tactic for a long time, and the world lets them get away with it.
