Your basket is rooted. Buy a new one. The adjustment process re the screw in the outer basket is in the manual in section 3. Note the wave washer goes inside the second friction (larger ID) plate and is also the final friction plate. Again this is shown in the service manual. One assumes you have sorted a solution by now.
